Equatorial Guinea: Water and Sanitation Expert

MONTROSE is an international development project management and consultancy company providing support to clients operating in the developing world. Specialised in the sectors of health, education, rural livelihoods and private sector development, our clients include bilateral and multilateral development agencies, the private sector, Non-Governmental Organisations (NGOs) and other development stakeholders.

Background

Montrose has been contracted to support and grow base-level entrepreneurship on the mainland region of Equatorial Guinea, through strengthening of base-level agricultural sub-sectors and direct support to new and existing base-level entrepreneurs. Base-level enterprises are small scale, income-generating enterprises generally operating in the informal sector.

The objectives of the project are to support the establishment and growth of base-level enterprises in mainland EG and contribute to a positive culture of entrepreneurship, and through these objectives to support long-term diversification and strengthening of the EG economy.

A recent Community Needs Assessment carried out in eight beneficiary communities located in Centro Sur province highlighted a need for water and sanitation initiatives for communities and in schools.

Montrose is seeking to identify a Water and Sanitation Expert for a short-term consultancy with several field trips to Equatorial Guinea and periodic desk-based support.

Role and Responsibilities:

First Field Visit (May/June)

  • Analysis of recent Community Needs Assessment conducted by Consultants in country to identify and expand upon small-scale water and sanitation initiatives in country, and suggest other water and sanitation opportunities and options in identified villages
  • Recommend options on water harvest systems for irrigation purposes, if feasible
  • Development of detailed options for small-scale water and sanitation initiatives in schools and at community-level, based on needs
  • Review of options with Programme Director and agreement on priority options and phasing
  • Develop detailed plan of agreed water and sanitation interventions for 2016, including indicative work plan and budget
  • Identify resources (human and physical) required for implementing priority interventions in 2016
  • Capacity assessment of local agencies and potential partners to undertake small-scale water works
  • Identification of training needs for local partners on water works

Post Field Visit Desk-Based Support

  • Develop training plan for local partners on water works, including the design of training materials

Second Field Visit (August/September)

  • Provide technical training to identified local partners on small-scale water works
  • Provide technical training to schools and communities on sanitation initiatives
  • Review the work completed in country to date
  • Develop a further design of the next phase of interventions

Third Field Visit (November)

  • Review progress in country to date
  • Map out activities and interventions for 2017

Ongoing Desk-based Support

  • Oversight and review of water and sanitation initiatives
  • Ongoing desk-based support to in-country team in planning, design and implementation of water initiatives

Skills and Experience:

  • Fluency in Spanish and English essential
  • A minimum of 5 years’ relevant experience
  • Design knowledge of small irrigation systems an asset
  • Ability to identify human and physical resources required for water and sanitation interventions
  • Experience in conducting capacity assessments of potential local partners to undertake small-scale water works
  • Solid experience in the design and practical implementation of water and sanitation projects
  • Experience in planning, design and implementation of water and sanitation training initiatives, including the design of training materials
  • Capacity development experience an asset
  • Knowledge of and experience in working in developing countries, with African experience an asset
  • Strong analytical skills
  • Excellent written and presentation skills
  • Ability to work to tight deadlines and under pressure
  • High degree of initiative, flexibility and creativity
  • Ability to work well within a small team and able to work independently with minimal supervision
